Toll roads even if privately owned are still public roads on public land.
They are not owned by the companies concerned. Those companies have been given [say 20 years] to collect money then it reverts to public ownership.
In the same way that the railway network is still public, but privately run. [isn't life complicated]
The 70 mph still applies.
On a piece of private land [race track for instance] this is private and not public highway and no speed limit applies.
If you want to do 130 mph have a day out at Brands Hatch or Silverstone, they both do private racing sessions for members of the public. [they supply the cars too]

Where? In the Uk it will be limited to the National limit; 70 if a Motorway or dual carriageway with a divider, 60 otherwise.
