The Topol is an evoloution of the SS20 ICBM technology. Not a great deal is know about it, it is suspected to have MIRV and small yield warheads, but again speculation.
I expect one of the Intelligence groups around the world will have clearer ideas and soon to appear in Janes books.
Dont forget most of the 60 - 80's rockets that the Soviets built will now be so unreliable that to rattle its sword, Russia will have to invest in some serious technology and pay huge amounts to get its Military back up on its feet.

It is a Russian mobile ICBM, Nato code named
SS-25 SIDE
It has been in operation for over a decade.
It is a single warhead ICBM made at the Votkinsk Engineering Plant

MOSCOW -- Russia announced the successful test firing on Thursday of an intercontinental missile, news agencies reported.
The intercontinental RS-12M Topol missile was launched from a base in the northwestern Arkhangelsk region and hit its test target in the far eastern region of Kamchatka on Russia's Pacific coast, Interfax and ITAR-TASS news agencies reported.
"The test warhead of the rocket destroyed the hypothetical target with required accuracy at the firing range on the Kamchatka peninsula," the Strategic Missile Forces press service was quoted as saying.
"Thus, the stability of the main technical flight characteristics of the missile complex were confirmed," it added.
