Because if the Phases are not balanced then it will run erratically, I assume you mean 3 phase electric motors, for engines it is the crankshaft that has to be balanced, otherwise you will get excessive vibration.

Assume you are talking of 3 phase motors here. Yes, check the phase balance with bridge meter, must be balanced. Ever driven a 4 cylinder car on 3 cylinders???? same thing.
For the same reason, maybe you have heard of a "Drop Test" on a wound armature, here you apply a voltage to opposite commutator segments, then check the voltage Drop between adjacent segments. Should all be the same, else you have a faulty winding on the armature, and it will run rough if at all.
