I believe it is both. Our works should follow our faith but we need to walk (or work) in love. If we are believing God in a particular area and then turn around and treat others, (saint or sinner) badly then I believe that can nullify our faith.
Over all if we say we believe the bible and trust in God we need to act like it and we need to live the love life.

James2:17-17
17: Even so faith, if it hath not works, is dead, being alone.
18: Yea, a man may say, Thou hast faith, and I have works: shew me thy faith without thy works, and I will shew thee my faith by my works.

1 Corinthians 13:2
2: And though I have the gift of prophecy, and understand all mysteries, and all knowledge; and though I have all faith, so that I could remove mountains, and have not charity, I am nothing.

We could boast about our faith how God did this or that for us or thru us but to walk in love is heart walking. Where faith & love meet is what pleases God.

Did you ever watch "Dog the bounty hunter"? I love that show because Dog is a genuine believer---but he curses!--- I believe God sees beyond that, not that cursing is ok but Dog deals with his people with a big old heart of love and that is what God really sees. Some day they may realize that cursing in not really becoming of a Christian but the love and compassion expressed covers the multitude of sin.

God judges the heart.

Sometimes we mean well, by our actions, but the enemy makes a mess of our efforts, and it looks like we were only making trouble (as atheists accuse un on Yahoo).

I thank God that he sees past our stumbling attempts to do good, when they back-fire, and knows our good intentions.

There are no perfect persons, but we can have perfect intentions!!! a clean heat is a good goal.

Out of a good heart, humans (who cannot really know the heart) see the good deeds, and knows a "heart or worship" is at work. as is our "reasonable service".

Similarly, "out of the heart, the tounge speaks".

Swearing is a good tip-off that you are not at peace with God in your heart.

Both equally. The intentions of the heart are of importance to God. Anything you intend, you have to have faith to achieve.
Faith without works is dead, as you can intend all day and do nothing.
So intend to reach out to Jesus in faith that He will be there with you as long as you want Him.

I believe he looks at both.People do have to answer to God for thier actions. And yes,I believe that there is a God.I just don't believe that God approves of the way that all Christians act.
