Some states such as NY don't require that you have a license.. you can literally have no experience to open a shop. However, in order to hire artists almost every shop requires that you have an extensive portfolio of body work and stenciling you have done, and will have you be an apprentice for quite some time to make sure you have the art of inking down pat..
As far as other states go I couldn't tell ya, but I'd contact a local tattoo shop they you may want to work at and see how to go about getting you certified.
