It's very possible. If her only income is social security, then she wouldn't pay taxes. Or if she gets a pension but it's under $8750 if she's under 65, a little more if she's 65 or over, she doesn't have to file or pay taxes.

If her filing status is Qualifying Widow and her income is less than $13,600, then she does not have to file. However, if she had taxes taken out of her income, she probably SHOULD file so that she can get a refund.
