Maybe a small photo-album with just pictures of the two of you?
Or better - art picture from your photo.
A friend of mine took photo and sent it to photoartomation.com . They convert ordinary photo into wonderful!.
I treat it like art because it came from his heart.

Flowers are a simple, cost efficient and romantic way to go. Roses, or even better if you can find out what her favorite flower is (If she has one) then go with that.
If you feel thats not enough, a bracelet might go well. Those usually don't run for too much and often times can be engraved. If you want extra points, I'd say get both. If you have a way with words, a card to go with the flowers might work well too.

Plan a day together, surprise her. Go do something that she will enjoy, eating out, a night of dancing, a hike, take her to the beach (if near), a pedicure etc. On the way there (either on foot or by other means), if she's comfortable with it, bind her eyes. Or get her something small and useful, like a key ring, make sure it's wrapped nicely, or plant small chocolates in her car, at her place, in the pockets pf her jacket, or tiny trinkets like scented candles etc. wrapped in nice paper.
It doesn't have to be an expensive gift, but show her that you put in a lot of effort to make her happy. On their birthdays, girls love to be pampered.

Don't buy anything personal. Your relationship is too new for personal items. Ideas are flowers, a plant, candy, picture frame with a picture of the two of you, a candle.

The best gift is one someone gets for me that I just can't bring myself to get. When you go out with her shopping, watch for the things she picks up, thinks about, but puts down (and puts down with a sigh like ,"Oh, I shouldn't...", not, "Oh, I don't like it after all.")
She will be touched by the gift itself and the fact that you noticed, really noticed, what she wanted.

Send her a huge bouquet of flowers to work. All women love that no matter what they say. Then make her dinner and spend time with her.

Get her some nice clothes, THE STUFF SHE NORMALLY WEARS!!! so you know what to get, or probably really hot, lots of women even if they arennt into jewelry appreciate the thought of having something really nice.
