Generally, time will tell. If there are changes in their behavior around you (say they seem more nervous, or more excited to be around you, or seek out your company, etc.) will speak of interest.

If you really want to know, go do a little "exploratory research." Strike up a convo, and when doing so, if it feels right, try an incidental brush of hands, pat on shoulder, etc. Generally, if a person likes you, they will welcome the attn. and the touch. (note: it does depend on the person's individual space and your relationship with the person thus far. Use wise judgement here.)

An unusual question - so it may be something that you doubt the person really likes you. If there is doubt -then most likely things are not as they seem and it is time to re-evaluate.
