especially if he/she is in fast for 9 days.

I don't think so - fasting also usually means that you focus more on spiritual things.

I think your an Indian so am I and I feel that there is no problem as such but the only thing is that maybe because of the fast you might feel a little tierd but other then that its all ok!

Absolute celibacy is to be observed during the sacred period of Navaratra. It applies to all believers and they are keeping fast or not is insignificant.
