a ward of the court places a person under the jurisdiction of the court.
a ward of the state places a person under the jurisdiction of the state.
both of these actions are usually done in a support dispute case, child abuse case, juv offender, abandoned child case etc.
the court feels for the best interest of the child, that the child becomes a ward of the court, till the case can be adjudicated.
dhr can then better handle the case since the child is now in the courts custody, or the custody of the state and they (dhr) are the right arm of the court.

has totally control of that person, normally a minor
under 18 years,
maybe abused, sexually, drugs involved
or they believe the child could get hurt at some point ,
so it s put in place to protect the children best int rests
then SS take over for the period ,maybe til the kid gets to 18 years old
