With a "shell" in the chamber, no, it's not possible, since a "shell" is technically an empty, spent cartridge.
The "bullet" is just the projectile. The bullet and "shell" or casing loaded with powder and an active primer make a "cartridge," which could go off if it's in the chamber and the gun is handled carelessly.
It's not really possible to clean a pistol with a cartridge in the chamber, unless you're just wiping down the outside.

I think it would be a very good idea to never have a shell in the chamber when cleaning a gun. What's the sense? Why take the chance like your friend across the street.
It's sort of like when you replace a light switch plate, you turn off the power to the house.

It would be possible for this to happen,considering a 22 is a rimfire cartridge, but it would depend on the circumstances. NO ONE should be stupid enough to clean ANY firearm with a live round in the Chamber or Magazine. This is just common sense

How old are you, is it possible that you have just been lucky to live this long? Anyone with a lick of common sense would know that it is possible to have the gun go off, especially after having it happen to a neighbor.

Cleaning loaded firearms is a very easy way to have a round go off and damage something. That's why pretty much any gun booklet states to make sure the gun is empty before cleaning or disassembly

Heck yeah it is totally possible for that to happen ask in person that owns a gun or even knows anything about a gun. See what happens is, if you stick the rod of your cleaning tool into the barrel and push it into the bullet the bullet will hit the firing pin and bang. Hope you keep your fingers.

Hell Yes! The odds of your shooting yourself are greater than those encountered if you were playing Russian Roulette. Never clean any firearm with the amunition anywhere near it.
