Other countries often tax gas a lot higher than the Amercan government taxes gas .

Gasoline is cheaper in America due primarily to taxes. European road taxes are astronomical in comparison to US taxes.
It has nothing to do with how much oil we produce or refine, sorry to say. The value of crude oil is a worldwide figure. Our crude can be sold overseas and every barrel we purchase through import makes our oil have the same value. The refineries the Saudis operate are on par with ours ( we designed and built them, after all) and there are numerous European refineries to produce enough to meet their needs.
The reason for the higher taxes is to discourage "unnecessary" driving. There is a keener environmental awareness of the effects of driving and long term costs. Governments use the income to build and maintain public transit systems far superior, on average, to American efforts. This frees up people from needing to drive their cars all over the place.

The raw cost of gas is the same in America as in Europe. The difference is due to taxes.

who cares? gas is too expensive everywhere... but... if it were cheaper, more people would drive, more driving would occur, more pollution, and it would be a slippery slope from there on out. Maybe the high prices keep the world from dying so quickly.

Because we drill and refine our own petroleum, and own big oil tankers, as well as buy from others. We have more sources and more control of pricing than other countries.

Because we use more of it and refine our own here rather than abroad. Still most of us Americans feel it is way too high.
