It almost all states you must be 18. In some states, like idaho, you can be 16 IF you have parental permission. If you find a place that will tattoo you under 18 without parental permission, DO NOT GO. Tattooing someone underage is ILLEGAL. They obviously don't care about breaking one law, they could easily be breaking more when it comes to hygiene and the health of the client.

As far as tattoos hurting, that's an individual thing. Most people agree it does hurt, but it is no where near unbearable. Some people are lucky and say it feels like a deep massage, some people are unlucky and think it feels like a hot razor being dug into the skin. I personally think it feels like someone running a needle over a sunburn. It hurts, but it's more annoying than anything.

Bony places on the body hurt more than fleshy areas.

You have to be 18 or have parents permission. And it doesn't really hurt, I thought it was more annoying than painful. It kinda feels like a mosquito sticking you over and over without the itch right after. The itching starts when it scabs over.

anytime a needle goes in your skin it hurts....so think about a needle going in and out of your skin very fast....pain tolerances are different for everyone and when i got my tattoo some parts hurt worse than others. The best place? a clean shop with decent people working at it.
