Are there people who I can go to, that can look at my credit report and explain what everyting means, tell me what is bad, what is good, and ultimately improve my score?

You can improve your score by paying all your bills on time.

If you are carrying credit card balances, pay them off. Work on them one at a time. Squeeze as much as you can out of your budget and throw it at the highest interest rate card, while paying minimums on the rest. When the highest interest rate card is paid off, move to the next till they are all paid in full. You need to keep your credit card balances below 30% of your credit limit.

Did you check your credit yet ? if you seen current 1111111 all the way is good , if you see they note colection is bad with more big number then more bads ( like 2 is 2 months lated , 3 is 3 months lated ... ) and the most of low score on your credit score is more your true . No one can fix for you . Try to clear them by your self .

You can do this youself the free and legal way. If you have cedit probs, why waste money paying someone to do something you can do yourself? Visit the site below. It explains about credit reports and credit scores in easy, non-technical language. You will do fine.
