Find a butcher in your area; they might be able to locate some for your friend.
You can also find goat breeders in your area and they will be able to help you.
Check the livestock yard or even a large animal vet; they will know who in your area raises goats.

Most Ethnic stores (Markets) sell Goat meat. You can find some Super Markets that cater to mix minority people. Some do sell ethnic foods. You just have to shop around and look for places that have foods & spices from other ethnic groups. It is not hard to find. Or just go to a Butcher at your local super market and ask the butcher where can you find a place that sells goat meat.

You should look up halal meat in the yellow pages. If you live in the U.S. small ethnic grocery stores sell it. That's where I buy my goat from.
