They are all lethal.
Some have more initial stopping power at higher caliber, but any bullet can be deadly.

The most lethal is a person with the proper training and expertise to use the firearm they are carrying. No matter what the caliber. Do you realize that a .22 at close range to the head can cause the most damage as it enters but does not exit the skull or body and just bounces around and destroys everything like a blender?

But, that said............. for sheer stopping power.... A .44 mag handgun is the most destructive hand gun round I have ever had the experience to see in use.

Most lethal and non-lethal? This is totally a matter of opinion. Handguns basically poke holes in things. Bigger holes tend to leak more. A good central nervous system hit with a .25 ACP is better than a graze with .44 magnum. It's all in where you put the bullet.

A miss with a .44 is non-lethal...shot in the head with a .22 could be lethal.

They are all lethal when it comes to weapons like handguns. I carry a 40 cal that is about all the stopping power that you need really.

They can all be lethal it depends on the skill of the shooter I personally use a 9mm with hollow points for personal protection and regular tip bullets just to shoot

FBI did a study of one shot stops from real police shootings. They looked at all pertinent info from 79-99. They didn't use the .40 as it was not around as long. However, the 9mm +P+ FMJ had the highest percentage of one shot stops. Beat the .45 by about 4%.
