Lysol Original liquid with the blue cap. Dilute with 3 parts water. This is a good formula as it kills most bacteria and common viruses. Plus, the odor is very pleasant.
I wouldn't clean the foam inside the covering with anything. If it wears out or gets moldy you need to replace the foam. Anything you try to clean it with will just be absorbed. If you are in a pinch they do make powder base cleaners, but they are expensive.

they have several options here. you need to use a good product and the right type otherwise the mat will become sticky and hard to move on. we used to clean the mats at my high school with normal disinfectant and they were terrible to wrestle on, they'd be all sticky and rip all your hair out of your arms and legs and head it was awful, I learned later that this happens whenever you clean mats with something which is not designed to clean mats.

I am not sure..............
When I am not sure about something I call the manufacturer
Follow their recommendations.
If you do not know the maker of your mats check on line for a company that makes the same type and ask for advise.

Most mats have a vinyl covering and what I use is a half cup of Lyesol diluted in few gallons of water and a sponge mop.
