in Psalms 119 around vs 41, the vav stanza, it says
"let your steadfast love come to me ... that I may have an answer to him who taunts me"

In what way is God's steadfast love 'coming to me' an 'answer to him who taunts me'? and the only place in Psalm 119 where an 'answer' is described for someone antagonistic to the believer?

The Hebrew word for steadfast love is "chesed".
It is a word that is impossible to translate by one or even a few English words, as it encompasses much more than any single English word or phrase.
It includes all of God's covenant keeping care directed towards His "hassidim", or saints (to choose again a limited English word) - so the idea being expressed here is that God will shut the mouth of the accusers and opposers of God's people by His manifest care, protection, deliverance - whatever the need may be, of His covenant keeping people - those who are faithful in their relationship towards Him. The "answer" is God's own response to the circumstance, proving His favor on those who rely upon Him.
An example would be the miraculous deliverance of Daniel from the lions' den, and the subsequent destruction of his accusers by the same fate they intended for Daniel.

In the account of Job, he said that people would only serve him if they got something in return, in that verse God is asking us to be steadfast (some translations say "be wise") that that our actions can serve as a reply to satans accusations, God can't just say "nu-uh" his people have to prove it, thus making a reply to "he who is taunting me"

Most of the Bible shows no love. It show war and pestilence and genocide by God.
