Can small used auto dealers trade cars with other dealers as new car dealers can?

Any used car dealer can buy a car from another dealer, if the other dealer is willing to sell it. Usually they do the sales at auctions. If would be rare for a dealer to be willing to sell a car to another dealer if they have had customer interest in it.

If you have seen a car you want at a local dealer, it is doubtful that the dealer will be willing to sell it to another dealer that you prefer to deal with! The dealer that has the car wants to make the total profit!

Dealers don't generally trade cars with each other, they buy and sell them at the auction.

Not normally. They are not affiliated like new vehicle dealers selling the same make would be.
