(1) Fat does not turn into muscle, but muscle can turn into fat if you stop exercising.
(2) Your abs will definitely show when you burn your fat off. For sure, but the hard part is burning it off.
(3) How long? It took me only 9 days of hard running (but then again I have really low body fat). Depends on your body, but you should take around 2-3 months IF you run hard (i.e. 8km EVERYDAY).
(4) But more important than exercise for abs are your diet. DO NOT EAT fat.

1) Fat and muscles are completely different. Fat cannot turn into muscles nor can muscles turn into fat. Muscles are composed of protein; fat is a form of glucose. You would have a better chance of turning a cup of sugar into a T-bone steak. 2) Crunches do not help burn off fat in the abdominal area. You cannot burn fat just in the area that you exercise. What you are doing is called, targeted exercises or spot reduction which has been scientifically proven NOT TO WORK. 3) The only way to lose the fat around your abs is to lower your overall body fat percentage. This means you need to control/limit the amount of calories you consume in a day (less than 1700) and do aerobic exercises such as walking, jogging, using an exercycle or elliptical.

Age, diet, perhaps genetics and the amount of effort you put in. Fat is fat, muscle is muscle. Muscle will grow due to exercise and testosterone in males. Protein is also a big factor.
If you have never been involved in weight training DO NOT jump in without doing some research on how to do it right. It does not take heavy weights to get buffed. If you are over 30 talk to a Doctor.
I got involved twice. Once in my late teens in the Army and again in my early 30's after 7 years off. I used a routine I found in Muscle and Fitness Mag the 2nd time.
Find someone that knows. You can hurt yourself jumping in to exercise the wrong way!!!

No, fat doesn't turn into muscle, nor does muscle turn into fat if not used.. it just gets soft and goes away.. The good thing is that the more muscle you build, the more fat you'll burn off. After a while your trained muscles will constantly burn off your fat. Dont give up.. it doesnt come off overnight, but youll see small changes, after awhile youll have a fit body

The other answers here are very good. I would just want to suggest not to loose too much. I'm not sure of your frame, but 36" doesn't sound too big.

Fat and muscle are independent.
you will probably build more muscle before your fat goes away. but don't let it deter you from excercising because you are doing your body right. eventually the fat will go away.
but fat never TURNS INTO muscle.
