barbarainholland, my neighbor was brutally beaten to death by a group of people up the street for about $40 in cash and his shoes. The police did come, but the only thing they did for him is draw chalk lines around the body and cart it away. Considering the fact that I have a nice car and routinely carry far more money than that, and don't like being beaten to death with an aluminum bat, I think that's a great reason to carry a small concealed pistol. After coming back to the U.S. from two enlistments, and a few spine injuries leaving me permanently out of service with the Army, it's still pretty difficult for me to get my carry permit.
As for getting a permit, you need to go to your local county court house and ask for a copy of the paperwork for a pistol permit. It should cost you about $5. Fill it out, send it in, and wait. Then wait more. Eventually, you'll get your permit to purchase a pistol. From there, it varies from county to county, but they will either issue you a card to give to the retailer to purchase a pistol, or you'll have to fill out more paperwork at the store, wait for it to be submitted, wait more, and eventually be able to pick up your new pistol. If you want to carry your pistol, or take it to the target range, you'll need to apply for a permit to carry. These are harder to get, you'll need to state a good reason, and then they're likely to limit it to certain times or places only. Not even retired police officers don't get any help here.
As far as safety courses, there aren't any. You may be required to show that you know how to operate the safety functions, load, and unload it before you can take it home, but the state of New York doesn't require you to be trained about use of force or safe shooting.
All new pistols sold in New York state will now have to be supplied from the factory with a fired casing to be sold in the state, and firing one and sending it in when you get it is not good enough, those pistols are not eligible to be sold in the state whatsoever. Also, as with every other firearm, no NFA items in New York, and no magazines or ammunition feeding devices over 10 rounds are legal.

Go to a court house or perhaps some one who has an FFL can help you. I find it to be very shame full that the more highly populated areas like NYS restrict the rights of law abiding people because of the criminal acts of others. In my state I do not need a permit to purchase a handgun.

21 years old, but in NY city and state handgun permits almost takes an act of Congress to get in these places for the average Joe Blow, but NOT for the affluent and the "connected".

I hope no one knows, and doesn't get a pistol. Who needs a pistol. Let's make life a happy event, not something where a gun is needed. Join the army.
