JPM has the lead right now, but David Ragan can catch him. None of the other candidates have enough seat time to come close.
My vote, with that in mind is an optimistic David Ragan.

OK, first of all, neither Dale Jr. nor Busch are rookies, so how the heck could you give them your vote for "ROOKIE OF THE YEAR?" Did you even read the question, or are you just ignorant?
Now, who do I think is the best rookie out there? I would have to go with the majority here and say Juan. One, he actually won a race, unlike ANY of the other rookies.
Second, the points standings don't lie. Which rookie is highest in the points right now? Why, that would be Juan Pablo Montoya.

I would vote for David Reutimann. If head had been with a better team he could be a top 20.

David Reuitiman, he would have easily beaten Montoya and Ragan if he started in the top 35 like they did. He was the best driver of the 3 this year but didn't get all the starts the others got.
