Hmmm.... you are correct, Rome founded probably in the 8th century BC, Jerusalem is mentioned in the Amara letters 15th century BC (Egyptian), so it is older.... there are many cities that are older that Jerusalem, of course.... I thin Rome is called the eternal city based on ancient Roman ideas....
I do not believe that there are any references to Jerusalem as an eternal city physically in the BIble; there is a reference to the "heavenly Jerusalem", but this is a metaphorical name for the church that Jesus built
