For best results you should remove the wall paper, this job is a pain! Anyway, you can also paint over the wallpaper but you run the risk of it coming down while painting, it can also cause bubbles in the existing wallpaper. They do make wallpaper you can paint but if you are living in an older home, chances are the wallpaper is going to start peeling off as you paint because the glue on the back is wet and old.

yes u definite need to I've been painting for almost 6 years my father for 30 years. and we run into the problem and sometimes it will cover but mostly when u paint it it will pull the Wall paper from the wall leaving big air bubbles. so u need a steamer to do it right and a scoring tool. u can find these items at a LOWES. but sum of the new wall paper is paint able but i wouldn't recommend painting over any wall paper

if it is TRULY adheared to the wall you can TRY painting with an OIL based primer first..
Water based primer could wet the glue and make it come off the wall
I still recommend taking it down first, though it is a lot of work and can be quite messy.
If it is YOUR house (not a rental) then I would say take the time to do it right. Trying to take it off once it's painted will be twice the work.

no you don't, if the wallpaper is up TIGHT you can prime over it. If you have a vinyl coated paper you use a high adhesion latex, if you have a true paper then use an oil primer. after that spackle your seams, prime and paint with latex

No, you really don't have to but there's consequences to expect; Paper coming off, bubbling, & print bleeding if not properly primed, and seams might bust loose.
Do it right, do it once, visit your LOCAL INDEPENDANT Paint & Wallcovering Store. Their knowlege suprecedes OTHERS.

you don't have to remove the paper but it is best as the paper can bubble if there are any areas that the glue underneath is not adhered,and you will also see the seams from where the paper has been joined, i did this and i was not a happy camper.

For best results, yes. If this is your home, it's best to do it right the first time. No one really likes having to continue to re-work a bad job.

No you really dont have to.you can mud over the seams,sand lightly,use kilz primer,paint.
