No becuase it is not a Bank Holiday and is, in origin, a pagean festival. Unless ofcourse it falls at the weekend when most GP surgeries are closed anyway.

Witch doctors - that's funny!!!

No - surgeries etc. close on bank/public holidays - not Halloween, Guy Fawkes or the 2nd moon of the month!

Halloween is not a true holiday - your GP should be open!

No I think you will find they are open. I don't think it is a bank holiday, so you should be okay.
