Never since you obviously don't know what you are doing. Do you have all her health testings complete and her temperament and structural evaluations done? Do you know what you want to correct in her structure, temperament and health to benefit the breed and its future? Being 'small' hardly equates to a good representative of the breed - do you know what a good representative of the Pomeranian breed looks and acts like? Why do you want to breed her? Just to crank out puppies to try to sell to whoever comes along and make you some pocket money? That is what is known as an ignorant back yard greeder - just know that is what you will be if you breed ignorantly. It might be fine with you to be an ignorant back yard greeder but know what that means -- it means that you and people like you are responsible for well over 90% of all the MILLIONS of unwanted dogs that are created and then killed in shelters every year... so obviously the 'best' time for you to do that is never...

It sounds like another potential byb case. Is your pom AKC registered and show prospect? Does the Pom have champion bloodline in the pedigree? Actually, 9 months is a good age to be spayed. Your dog doesn't need a litter to be a better dog.

Never before the age of 2 yrs old. She must be tested for all health conditions known to the breed & registered with a creditable kennel (such as AKC), and you must find a stud that meets the same requirements. Both must be of perfect disposition, no behavioral issues.
If you do not have the proper finances to afford all this, then it's best to just spay your Pomeranian and enjoy her as a pet & companion. There's no real reason to breed, anyways. Plenty of homeless dogs that could use those homes!

When they're at least 2 years old, have completed their championship, and have passed the health tests recommended by the American Pomeranian Club.

plus your local Pomeranian club and your local all-breed kennel club and start educating yourself about Pomeranians and breeding. You have at least 15 months, so get to it!

at about 2 years you can start to breed them.
we have a cocker spaniel and shes really small and the vet told us to wait until shes about 2 so that her puppies will turn out o.k.
