Its a safety net, yes it can keep debris out but. mostly to keep a driver from a receiving injury during a bad rollover, especially arms & hands, Richard Petty broke his arm one time back in the day when he had a narely rollover in Darlington when they did not have the safety nets.

The window net in the car is used to keep debirs out and drivers in. The window net is in place so that in a wreck the driver does not end up coming out. Also the window net is used after a driver wrecks if they put the net down its a signal they are ok.

Window Nets
The window openings on the cars are covered by a mesh made from nylon webbing. This webbing helps keep the driver's arms from flailing out of the car during a crash. The G-forces are so high during a crash -- between 50 and 100 times the force of gravity -- that it is impossible for the driver to control the position of his arms. This can be especially dangerous if the car rolls over and starts tumbling.

The net covering the driver's window is designed to keep debris out, and the driver's limbs in, during an accident.

The net also has a quick release so that the driver can get it out of the way without much effort.

In 1970 a driver by the name of richard petty had a terrible crash....It was at darlington...He hit the outsidewall of turn 4 at about 170 mph and careened across the track and hit the inside wall...His arms were moving about very violently...You can see his arm out of the car in the film...His shoulder got messed up pretty bad....After he got out of the hospital he thought of the idea of putting a cotton mesh over the window to keep this from happening again...By the end of the season nascar made this mandatory....Petty did many things during his nascar reign for safety...Including integrating the seat with the roll bar!!!This was when nascar was truely stock car racing!!!

To help restrain the drivers body / arm's in the drivers cockpit,in the event of a rollover ,and also to keep debris out also...example,hot-dog wrappers and such !!!Also... if the driver is in the garage, having work done on his car,due to a wreck, the driver will often, leave the window net UP, as a sign to the media,he doesn't want to answer any questions !!!

That would be a yes. It also comes in handy keeping out objects thrown by other drivers after you've spun them out (helmets, pads, etc).
