You should go to the Parks and Rec website for San Diego and find a great park - Balboa Park, Cuvier Wedding Bowl overlooking the ocean...many to choose from and because it's through the City, the charge is minimal (compared to many other locations) at $250. You can either have a friend get commissioned for the day at the low cost of $50, or hire an officiant for approx. $300 to perform the ceremony. If you are from the area (or nearby), you should then invite your friends to a simple wine tasting at one of the local wine bars. Wine Steals provides a private room at both its Hillcrest and Point Loma location free of charge, so long as you spend $250 in wine or food. When you are done wine tasting with your friends, you can stay at the quaint Balboa Park Inn or Park Manor Suites. The following day you can go to the zoo, drive to Puerto Nuevo for lobster and bargain hunting, or to Sea World or just a romantic walk around Balboa Park and the museums. Whatever you decide, I wish you all the best and lots of fun!!!

Vegas actually has some fantastic wedding chapels to marry in that are romantic and inexpensive. Please don't make poor assumptions of Vegas chapels if you've never been here and don't know the area. Additionally, getting a marriage license here is a piece of cake. You can your license and get married the same day with NO waiting period.
My husband and I married at the Little Church of the West three weeks ago. We couldn't have asked for a better wedding. Just the two of us, quick, kind, and with great attention to detail.
Check out the website:

And for the record, it's ELOPE. Secondly, cute is for 12-year-olds.
EDIT:
No surprise I got a thumbs down. Weak.

There are so many cute places to get married at! On the beach in Laguna ( my fav) at Hotel Laguna (were I am getting married next summer). Or in at a winery in Temecula, the Enchanted Forest in Fall-brook. The Mission in in Riverside. The Aquarium of the Pacific in Long Beach. These are just a few places I have seen wedding at. You can almost get married any where in So Cal at most hotels. Try the knot.com they will have tons of site for you to check out!
Best wishes and good luck!

I know you said south of LA, but I personally think the Central Coast is spectacular, especially in the Paso Robles/Cayucos area.
But if you're stuck on being south of LA, there are a lot of nice places in San Diego or even San Juan Capistrano or Palm Springs.

Santa Barbara or Catalina Island might be nice...both of these locales have great food and lodging...not to mention plenty of romantic places to hangout and a variety of things to do. In addition, weather is great this part of the year.

come to Orange County, have your ceremony at the beach or in front of and then go into DISNEYLAND!
The beaches in San Diego are beautiful at sunset, too.
