First off, being popular isn't very important. After high school, it means absolutely nothing. Sometimes a guy will say he's going out with a girl so another one won't ask him out but in reality, he has no intention of dating the girl. He might not have known you were friends with the guy so he didn't think you'd find out he said that. I don't get excited and thinks a guy likes me simply because he IMed and asked if I was going to the track. Just ask the guy. People online aren't going to know the answer.

It sounds like he likes you. If he it telling people that he is going out with you, that is a very good sign. But he needs to ask you out, and by going to the track, is a way for him to see you. Talk to him while you are there and ask him if he wants to go for coffee with you. If he says yes, then another good sign. Sounds like he needs a nudge in the right direction though. He probably does, and it's not weird for a popular guy to like you, because when I went to my old school's dance, one of the most cutest and popular guys talked to me, and all my friends kept saying that he liked me. I mean, it was 2 years ago that I moved, and he still remembers my name.
