I'm assuming you're talking about a beef arm roast.

This cut of meat is from the Chuck (shoulder) and is best cooked using a wet method, such as, stewing or braised, as in a pot roast.

Dry roasting in the oven will lead to kind of a tough piece of meat.

Instead, use a dutch oven or a covered baking pan.
season the beef, cut up some veggies - potatos, carrots, celery and onions, add a can of beef broth...
cover and bake in the oven at 325 for 3 to 4 hours.

I had hoped to see some answers here, but here goes. Don't be scared of the pepper, the top could be black. Casserole dish covered tight in the oven at 350, fill the dish about 25% with water and let it go about 1/12 - 2 hours minimum, check the water occasionally. Skim the water off the top and add to a frying pan, simmer, then add flour- and milk or cream if you like- and simmer/ stir into gravy. Sorry for a very basic answer but like I said, hoped to see some answers. Plus, this isn't bad- for all the different ways I've cooked a roast this works as good as any.
