In my opinion, he believes luck is hard work; that being lucky is having work to do,
but I don't know how I can expand this.
Any help?

He is actually saying that he believes more in hard work than he does in luck. He makes the joke that while he believes in luck, hard work seems to generate more luck than sitting around waiting for luck to happen.

it is similar to the old saying "fortune favors the bold",
also along the line of " god helps those who help themselves"

if you sit around doing nothing while waiting for lady luck to pay a visit you will have a long wait,

and here is the example....
two guys work at the same place
one guy is always late, dresses like a slob, has a bad attitude, and only does what is required and not one bit more, every Friday he buys a lottery ticket

the other guy is 10 minutes early every day and stays a half hour late, he dresses nice, he does everything he is asked to do and offers to help others when his work is done, he goes out of his way to be helpful and friendly to everyone including the slob, every pay check he puts money into his retirement plan

who do you think will have more good fortune come their way?
