Which time?
Bede's translation into Old English in AD 640–709?
Or Aelfric's translation of the Old Testament in the 11th century?
Or Wycliffe's bible in 1500?
Or the Tyndale, KJV and Douai-Rhemes in the 1600s?
Or the more accurate translations of the modern era, like The Jerusalem Bible?

The New Testament was first translated to English by John Wycliffe. He undertook the work himself at his own initiative, and was not ordered to do this by anyone.
Some time after this William Tyndale undertook a translation (one that would heavily influence the later Authorized Version), but again, this was his own initiative, after being horrified at college that his course of study would not include the scriptures.
Douai college undertook a translation into English in the mid 16th century, but again, this was their own initiative, and not something anyone ordered. There was also the Geneva bible, and the bishop's bible.
The first such work which could be considered "ordered" into existence would be the King James, or Authorized Version.

Nobody's order. Several mean, like William Tyndale, sought to translate the holy writings into the language of the common man. The Catholic Church ordered that it be kept away from the people and hidden in the dead Latin language, for fear of their errors being exposed for all to see.
Do not think it was King James. Several english Bibles preceded his.

I believe it to have been God's. Wyclife did it first, and was punished for it. Tyndale did it many years later and was punishded for it. several others followed and were punished for it. Finally in 1611 the King of England named James authorized a complete english translation of the Bible legally.
