I'm guessing that English is not your first language - so I'll just give this a shot.
Your receive a service - they send a bill - you pay the bill. So you are paying about 30 days (one month) after service or item was obtained.
Property tax bills are different - depending on your location you could be paying them in advance or arrears (after the fact) Property tax is billed yearly and you pay that all at once or you can pay quarterly with the due dates that are shown on the stubs.
Now if you are trying to budget - you will be spending pretty much next year, what you spend last year except that the cost of fuel will be higher.
