can u change the gas tank in a hummer so it gets better gas mileage?

Anything you do to the gas tank won't change the fuel economy. It'll just change the range. I suppose a small fuel tank would reduce the weight and might help a tiny bit, but not much. You'll just have to stop and fill it up more often.

You have to go to other areas, like making the engine breathe easier, reducing rolling resistance with skinny tires with high air pressure, using more efficient driving habits, and reducing the weight of the vehicle.
