It's a meaningless "what if" question. The one true God is above and apart from our human concepts of time and space. In being apart from time, He already knows everything that HAS happened as well as everything that WILL happen. Certainly, part of this knowledge is what satan will do...and the Holy Bible is clear that satan will NOT repent and seek forgiveness.
Now for the other part of your "question": How could hell EVER compete with Heaven? Yet another meaningless question since, by definition, Heaven is and will always be better than Hell.

There is a vast chasm between physical life and spirit life which spawns a really big question. Does a spirit being have the capacity to ask for forgiveness once it has rebelled against God. Could God really trust satan again since he was at such a high level at God's throne. I don't believe these evil spirits can repent. God made man temporal subject to death so that he would not have any rebels like satan. We as humans have a physical life in which to demonstrate to God that we are totally loyal to him above all things. When we do this it insures to God that we will not rebel against him as satan did. Satan wasn't given a trial and testing period as we are. He was created beautiful and brilliant with an eternal spirit body. God doesn't want anymore powerful spirit beings trying to knock him off his throne. There are various scriptures in the bible that indicate satan was brilliant and beautiful but became proud and rebelled.

I think if Satan asks God for forgiveness we would have a lot of redecorating to do in heaven and hell so I'd rather that not happen.

For theists, God and the Devil are two gatekeepers, two go-to guys who encourage the good and bad qualities and forces of the world. Both must exist in order for the world to function. It may not be a winning or losing fight to the finish, but it does provide comfort for people.

It's too late for Satan and Demons. they all got only One chance to choose what path to follow in Genesis. unlike People who have free will to change there minds.
