Puppy doesn't know what you're doing. Start him off slow, just a few strokes down his back, talking sweetly to him, then let him go. Add more as you go along. Eventually he'll figure out how good it feels & let you do it.

You have to be firm with him and hold him tight (no too tight), make him understand that you're the master and give him lots of treats an priase while you brush him. This way he'll look forward to getting brushed. You cannot have a Maltese and not brush him! That would be a crime :)

Consider switching brushes or get a grooming glove. Some dogs take better to the glove because it simulates the same motion of you petting him.

brush him a little at a time and he is only a puppy so he will get use it it..they all do..

my Yorkie used to be like that.. you just have to keep brushing until he/she gets used to it. I hold my doggie close and tell him what a good boy hes being, i give him lots of kissies and scratch his belly. then he gets a treat.

You should buy one of those glove brush things. We got one at Petsmart for my dog, she just thinks we're petting her so she doesn't even realize
