If someone is younger than 18 and they have gotten pulled over by the cops 4 times without a DL. Is there still a possible chance that they can still get their DL after they become 18? Or are they going to have to wait until they turn 21?

This is usually decided in the court proceedings. I would say that for that many violations, it will be 21.

It doesn't matter how many times you get pulled over, it depends how many points you have on your license. I got pulled over a dozen times before I got my first ticket at 19.

Safe bet is 21.
