Not really, the obnoxious ones are usually the idiots who have absolutely nothing better to do than act like bloody fools.
Whether you block them or not, they are bound to receive violations from other questions and/or answers.
Think of it as..a fool-machine, if you will, no matter what you do, it just keeps going.

Block them if you KNOW they are going to stalk you.
Also, resist the urge to post in a topic you're reporting, not that I'd report anyone...that way they have no clue you're the one who did the deed.
