Registration, validity, VIN, owner, warrants, insurance. This pertains to the license plate, and drivers license. Out of state information can be obtained through NCIC.

Lots of responses, none have really hit the answer yet. For an out of state registration, running a plate will check:
1) That state's DMV computer for the record of the vehicle to make sure the registration is valid and if the registered owner has a valid driver's license.
2) NCIC (National Crime Information Center) to see if the vehicle is reported stolen. Also the registered owner of the vehicle is checked for warrants in the national database. Note: This is only for warrants where the issuing agency is willing to extradite from at least one state. This does NOT include traffic warrants or warrants for misdemeanors or other minor crimes.

Not all warrants are created equal! The extradition process is reserved for only the most serious crimes, because it's a involved process. The police can't just go into other states, arrest people and then drag them back to their home state. Obviously, if someone from Florida has a warrant out for their arrest for not paying a traffic ticket, it would be ridiculous to extradite them from Utah (or any other state). It would involve law enforcement personal from Florida physically traveling to Utah and then escorting the prisoner back home. And that's assuming the subject waived his extradition hearing! Clearly not worth spending thousands of tax payer money to collect a few hundred dollars of an unpaid traffic fine. A murder warrant, on the other hand, would include extradition from any state.

part a depends if your white or black. If white why would they run your plate? If black, you name it, any warrants for you arrest. parking tickets, Part B depends on the state and which state they are looking up. They are trying to intergrate the entire system but they are not there yet. If it is a bordering state they may have everything on you but if its far away they are limited to what they can see. They will know if you are suspended or not though.

They're checking whether you have any warrants, and also whether the license is valid and currently active.

Essentially, they're making sure you're legally allowed to drive.. and yes, they should be able to get information from your home state. It's a national database, if memory serves.

Depends on the computer system.

They are looking for any outstanding tickets or warrents.

I think all the states are inter connected so if something is outstanding in another state - they got you.
