The Flag is flying at half-staff in honor of and in tribute to the memory of Admiral William Crowe, Jr., former Chairman of the Joint Chiefs of Staff.

Flags are displayed at half staff in various communities to commemorate the passing of a prominent citizen in their locale. They are not being displayed at half staff where I live, so I suspect that is the case where you live.
Flags are only flown at half mast on ships and boats.

I noticed this yesterday while driving through another town. It's in SouthEast Missouri. Not sure why though.
