That cloth is called a hejab.
The the Quran it states" And tell the believing women to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts, etc.) and not to show off their adornment except only that which is apparent (like palms of hands or one eye or both eyes for necessity to see the way, or outer dress like veil, gloves, head-cover, apron, etc.), and to draw their veils all over Juyubihinna (i.e. their bodies, faces, necks and bosoms, etc.) and not to reveal their adornment except to their husbands, their fathers, their husband's fathers, their sons, their husband's sons, their brothers or their brother's sons, or their sister's sons, or their (Muslim) women (i.e. their sisters in Islâm), or the (female) slaves whom their right hands possess, or old male servants who lack vigour, or small children who have no sense of the shame of sex. And let them not stamp their feet so as to reveal what they hide of their adornment. And all of you beg Allâh to forgive you all, O believers, that you may be successful[]. Al-Nur 31)
People have may reasons for not covering some may fear what others may say or fear being harmed. Wearing hejab is a process and it takes time especially with people who are the only muslim in their family.

Well, I am a new convert to Islam. It is very hard to wear the Hijab when you are the only Muslim of the family, but my family does support me, or at least most of them do. There are a few cases where I don't wear it, but for the most part I wear it everywhere. When I don't wear it I know I am not doing the will of Allah and I don't feel good about it. I was afraid that I would get a lot of bad comments when I started wearing it, but Humdillilah I did not.

The way I understand it, and I am no expert, they must wear the veil, the burkha, when they leave the house and are in public. If they work they can remove the burkha, if they work in an all woman environment. This rule is not in the Koran, but it is a traditional law that dates back for centuries. If they do not wear it they can be beaten on the streets and arrested. There are religious police that roam the streets looking for "lawbreakers." I have read that it is not against the law to rape a woman if she is in public without the burkha. That was in the book "Princess," about Saudi royals. Edit: I expect that this answer will be wrongfully reported ad deleted because they are very emotional when it comes to ay negative information leaking out. The woman who wrote the book, while out of the country was imprisoned for life when she returned.

It entirely depends upon the strength of their Faith. Just like Christians, many of them do not follow their religion accordingly same is the case with muslims. Not every muslim is strict about following the religion and if they are not, then they will be punished for this.
Myself, I'm covering since I was 11. My mother never used to cover, she then went to Malaysia in 1992 and got inspired by the Malays and started covering and from that time onwards, She is covering, my aunt and her daughter started covering by getting inspired by my mom. And m doing it since when I was small. I pray five times a day, I cover, I can speak in english, I learned english because its an international lang. and to be able to move along with the society I had to learn eng., then I have done Bachelors, and m moving with the society. I avoid talking to strange men unnecessarily, and seek for Allah's forgiveness daily. Its all about how you want to practice your religion. Every Muslim woman should cover but if they are not covering, then they will be eligible of answering to Allah Almighty.

because some simply are not the strong in there faith and some just want to fit in with the western culture, as an American Muslim I see that a lot and sometimes I also find myself wanting to dress like I used to before but I can't it would make GOD mad at me.
Anyways why would I want to dress in skin tight clothes low cut shirts to get attention, Im just begging for harrasment and trouble if I do that!
some will say Ohh Im not ready or they dont want to be religious, I hope they wont say that if they die when they see Allah and Allah ask them why u dont cover like i ask I always remember that in my mind so I always wear my Muslim clothes

Depending upon which Muslim sect they belong to, wearing of a headcloth is optional. Some women chose it, some don't.
Don't lump all Muslims into the same category. Instead, read about them so you can more fully understand.

Because social mores on what is modest clothing differ from country to country. In Morocco, if a woman is unmarried and still in school, it is acceptable socially for her to be seen with her hair uncovered. Married women are supposed to cover up their hair and wear traditional hijab. Your indignation makes no sense without context. What are you, the Taliban?

Muslims are not digital like zero and one..This is a graph from practicing to non-practicing muslims.. a muslim can fall anywhere between two extremes. Whatever good part they practice they are considered good upto that extent. We human can not totally judge them. However, if we see something clearly wrong we would disassociate ourselves with that "wrong" portion

there are radical muslims just like radical christians and so on and so forth. Places like Afghanistan they have to or they get shot in the streets. Other places aren't so strict. Kind of like Pentecostles. Some Pentecostle churches require only trimming your hair and wearing skirts to your ankles, while some let you have bangs and you can wear knee length skirts
And no I don't think Pentecostles are the same as Muslims...just using a comparison

Part of practising Islam is observing modesty. The Muslim, male or female, who uncovers him or herself unlawfully in public is *not* a fully practising Muslim. This would be because he or she is not practising the Islamic law that requires his or her to cover his or her body.
