Are you already on the East coast? If so, that's probably why you were given Virginia. Could you stay with your mom? Has your husband talked to his detailer? Did he request San Diego via JASS? The needs of the Navy will always come before family, especially if its not immediate family, but your husband's best chance of getting an ORDMOD would be to actually talk to his detailer. Your husband could also try to swap orders with someone who's already in San Diego who wants to come to Virginia...

Who ever is in the Navy needs to speak with the detailer and their Chief and the Chaplin about this, the Navy will always send a person where they need them most, thus the old saying if we wanted you to have a spouse we would have issued you one... Don't mean to sound heartless but that's the cold hard facts. Mother of 3 Navy Chief's. And by the way the Chief has more pull than a regular Petty Officer....

The service member (not sure which one of "we" that is) needs to contact the detailor and explain why you want one station over the other. This really should have been done before the orders were cut, however better late than never. The detailor is the person that determines who goes where. This person needs to fill certain spots (called billets) and each billet has a higher priority.
The detailor may or may not change the orders. That is up to the detailor and meeting the needs of the Navy.

I'm not sure there's much you can do. When you're in the military they own you - and they can send you wherever they want whenever they want. It's not their priority to send you closer to a sick family member - it's their priority to send you where THEY need you.
Not sure what they're called in the Navy - but talk to the First Sergeant (or equivalent) - I really don't think they can or will do anything, but it's worth a try.

Talk to his chain of command/detailer about the possibility of a compassionate reassigment, but don't get your hopes up.
The other option is that he volunteers for a remote overseas tour and you're geographically separated during that time...living wherever you want while he's overseas. Or sea duty, perhaps.
I am not being cold...just trying to answer your question.

Well I don't know how to get your orders changed but here is what happened to me. When my husband and I were up for orders we agreed on one place and he put in for another place without my knowing it. Then when he recieved the orders that he wished for he gave a lame excuse like I guess that one we wanted was not available. ( which is not a lame excuse normally when it comes the military) But my gut told me different. My gut said that there was something more to the story. I called his chief and pulled his bluff. SO ...the moral of this story is is sometimes its not the mililtary but the man placing the orders.

the Detailer cannot magically pull orders out of thin air. if there are no billets available in San Dawg for the rating and paygrade, then there is nothing you can do.

You can apply for hardship orders. There will be a lot you have to go through. Not sure what it's called in the Navy, but there are ways to get to where you need to be.

This will probably require the attention of the CO or XO, follow whatever rules and procedures your particular command has for arranging a meeting.

Im not sure that you can do anything to change your orders... You may be able to get some sort of a hardship and take an early discharge, but still not even sure about that.... Hope things work out for you, sorry to hear about your mom.
