If you are using a stove top, then 12 to 15 minutes is perfect. Fill the pot up 3/4 of the way with cold water, turn heat on medium to high and wait until it boils. Put the eggs in. Anywhere from 12 to 15 minutes should be ample. If you are using a microwave or fry cooker, then it might take up to a half an hour.

This is what I do, put the eggs in cold water, heat until it reaches a high boil. Time the high boil for two minutes, then turn off the heat and time it again for five minutes just sitting in the hot water. After that just slowly run cold water into the pot until the water and the eggs are cooled down. If you do this, they turn out perfect. You don't want an overcooked egg.
Edit-
I'm not saying the other methods here won't work. But test them all if you have the patience. My method will result in a perfect egg AND it is the fastest way to get it done. Try it, you will like it!!

You don't need to boil the eggs.
Place the eggs in cold water (with enough water to cover the eggs with about 1" of water).
Turn on the heat, cover and bring to a full boil.
Turn off the heat and let the eggs sit in the hot water for 15 minutes.
After 15 minutes, drain and place the eggs in ice cold water (for a minute or two). The ice water bath will eliminate the green ring around the egg yolk that sometimes occurs on hard cooked eggs.
Edit... you can cook the eggs any way you want (the soaking method I mentioned or just boiling for the full 15 minutes). Studies have been done and the soaking method actually turns out a better egg - less rubbery and better texture of the yolks.
If you're going to make egg salad, just pick what's easiest for you since you're mashing the eggs. However, I still recommend using the ice water bath so you have nice yellow yolks.
If you're eating the eggs whole, I'd recommend the soaking method I described above.

Great question! You get a star from me. Here's how to make a perfect hard-boiled egg.
Put the egg in while the water is still cool (otherwise the egg might burst) and then turn the heat up to high.
Wait until the water reaches a rolling boil (constantly bubbling, like a hot tub) and then set your timer for exactly twelve minutes.
This will boil it just enough to make sure that the yolk is cooked through, but still short enough that the outside of the yolk stays yellow instead of turning grayish.

Place eggs in a pan of water just covering them, bring to full boil, simmer 1 min. and turn burner off and cover pan and allow to sit atleast 5 mins, drain and rinse in cold water. Ready to use.

My mum boils eggs for about 4 minutes and that's for a sof centred egg.
