Until 12 Sept 2007 the CN Tower in Toronto was the tallest free standing structure (building) in the world.
At the moment, this title is held by the Burj Dubai, a hotel + residential and commercial building built in Dubai.

This is a little complicated to answer, because there is one tallest *completed* building and another one under construction which is already taller than the first one, but will end up being even taller. Then there is a 3rd one which might end up taller, still. Wiki explains it better than the space I have, here.

the one being built in Dubai is supposed to be the tallest. I think it is going to be residential. I wouldn't be surprised if it deflects 2 feet under 30mph winds.
