Why airlines publish Non Refundable fares (cheaper) and Refundable fares (more expensive), why they don't allow refunds on all their fares?.

Put yourself in their business for a second.

For their business to work they need to have a schedule for when the plane is supposed to leave. They have cost associated with the plane being at that particular airport at a specific time and the people and expendable items (food/fuel etc.) there to operate the flight.

In exchange for a discount, they want an assurance from you that will show up and take the flight, to cover their cost of being there for you. If you don't show up, at least they have their costs covered.

Think of it this way: They are giving you a discount on the full-price fare for you taking a risk to not get your money back. Pay more for the ticket, it's like buying insurance that allows you a refund. They do non-ref. so they can count on making a certain amount of $$ on a certain flight, and can budget and staff for it. Most non-ref. are also sold very close to the travel date, whereas refundables are sold months prior. The closer to the travel date, the more sure of your travel plans you should be.

Because some of the money goes towards exhaustible parts of the trip (gas, food, etc). Certain fares can't be refunded after a certain amout of time
