If you are planning to arrive in Pattaya at 2 in the morning, I personally would make a reservation for the first two nights at a hotel that sounds OK, from the very wide choice which is available on the net. If it is not to your liking you can then look around to find something that suits you for the rest of your stay. Pattaya is something of a philistine's paradise; there are not many cultural activities to be found but there are things to do and it has to be said, you can have a lot of fun. A web search will give you some ideas.
I've done the journey from Bangkok to Pattaya many times, never at night though. I doubt if you would find a public bus at that time and I would avoid a shared minibus so I recommend a metered taxi as being the safest and most reliable option. (the cars have a sign on top saying 'Taxi Meter'!) Look for the desk and line of taxis on exit from BKK. I think the fare is around B1500 (may be more at the dead of night) or B 3000 if you feel the urge to take a limo. Whichever you choose check if the expressway tolls are included. (Drivers have been known to avoid the expressways altogether, and pocket the toll money).

The airport is about 91 miles from Pattaya, so a taxi, even in Thailand would be very expensive. When I arrived, it was about 2-3 in the morning, and there were lots of taxi's out front, so there was no problem getting to our hotel. We stayed in Bangkok that night before traveling on to our other destinations. I would suggest that you stay in Bangkok that night, get some rest and travel later that day when more transportation options are available. You can stay in many cheap places, but I suggest that you stay in a reputable hotel with a reservation so that they will hold a room for you. December is high tourist season in Thailand, so it is likely that you might end up in a bad room somewhere not so safe if you try and wing it when you arrive.
I suggest the Narai Hotel in Bangkok. They are reasonable, and the room charge includes a great breakfast buffet.
You will find the people very friendly. Make sure you bring a calculator, as you will bargain all the time for anything you want to purchase on the streets. Don't be shy and start with half of what they ask.

Tough life? :-) Hopefully the rain will stop.
Take a taxi, should cost 1000-1500 baht plus 50 baht airport fee. The drive should be 60-75 minutes depending on traffic. A bus takes you to the station then what? At least with a taxi you can be taken directly to the hotels or Beach Road.
Check out www.asiarooms.com or www.kayak.com or www.sidestep.com. Many room rates will go up 11/01 so at least you can use it as a guage. If you decide to wait till you go there.
Beach Road is great, where all the action is. There is Surfing, windsurfing, scuba diving, snorkeling and....

For daytime activities, try a boat trip to one of the islands. They leave from the beach all the time. There is also shopping, tours, sports, all kinds of activities. Check out the site below for activities.
I'd recommend booking a hotel in advance, especially if you are arriving at 2-3 AM. Lots of places just have security that late at night and they wouldn't be able to give you a room even if they have places.
I'd recommend taking a taxi (about 1200 - 1400 baht tolls included). Make sure you get one that's outside the airport building, not the guys that grab you as you exit customs/immigration. Don't book with the desks inside the customs area either. Bargin with the person and if they say no, someone else will say yes. The bus doesn't run that late at night unfortunately.

Well, if your up for anything then try the Go - Go Club & Show Bars like Amazon A go-go on Beach Road, Walking St. or the Classic Boys Club at Pattayaland Soi 1 Pattaya 20260 Thailand.
If you want just dancing then try Star Dice on Beach Rd. Also, you must goto the Three Kingdoms Theme Park and Nong Nooch Tropical Garden to see the elephant shows.

others have given you a bunch of good ideas so ill just ad my two cents, as far as transportation. since you will be arriving early morning. i would probably just spend the night in Bangkok. book you room in advance and let them know what time you arriving. to get to pattaya you can take the bus for cheap. also the bus depot has easy access form the sky train.
or you can do what i have done in the past. made a reservation at the dynasty hotel in pattaya. they have a free shuttle service form their hotel in Bangkok to there hotel in pattaya. the dynasty in pattaya is on soi 13 between beach road and second road. like a 5min walk to the beach. as for a cab form the airport to pattaya it shouldn't cost more than 1500 bht.

With an arrival time of 2-3am I would really recommand you book a hotel in advance. But I would do the following - I will tell the hotel my arrival time (to the hotel) to be around 730am this way sometimes they dont charge you an extra day for arriving in the middle of the night.
If you flight arrives at 3am you will take about 1hr to clear customs and get your bags then a taxi ride of 2 hr (there are no buses at this time of the night and there should be no traffic jams as well) so by the time you arrive in Pattaya it would be around 6 ... being an hr early for check in the hotel usually wont charge you extra. The cost of the taxi should be around $1000 plus toll - a trip from bangkok to pattaya is around $1300 plus toll and the airport is actually mid way
Things to do ... go island hopping in the day ... visit Coral Island. At nite you have lots of bars and discos to visit and shows to see. If you have a bit of extra time like a day or two it may be worth your while to drop over to bangkok its only 3hrs away.

The new airport ( Suwanaphum ) is much closer to Pattaya than the old one I would book in advance and let them know of your arrival time, They might have a pickup service.
There are plenty of things to do. as some of the other answers have said.. Dont be afraid to check out walking street and some of the seedy night life, Pattaya is quite safe.
( keep an eye on your boyfreind,, some of the ladies are over freindly,, and some of the "Ladies" are not even female )
