Go to the library and find a book called 'Grants to Individuals in Need'. You can search for a local trust who will donate money to enable these people to purchase a new TV. There is no reason why they should have to acept a second hand one.

If you contacted Oxfam in the UK they may be able to help. They get lots of donations and maybe they'd be prepared to help the couple you mentioned.
There's also Freecycle and Gumtree also has a 'wanted and giving' away section.

if uk ask at local council very often tv`s are left when some ones house has to be cleared.
ask at police station stolen and lost property is sold off if not reclaimed

Not offhand, but try watching your local freecycle, or even asking on here. People give away perfectly good tv's when they replace them

they are a UK based charitably organisation, they give grants and free stuff to the elderly
