Buy a toilet lock or close the bathroom door and get a knob cover. Problem solved.

My 21 month old does the same thing and has flooded our toilet 3 times putting toys down it. Just by a toilet lock but don't get to angry he probably just likes the water.

Put a lock on the toilet or baby gate the door to the bathroom. I wouldn't discipline him. He likes to play in the water. Maybe give him a bath and let him play.

you could get a toilet lock, but that doesnt really teach him from doing it it just prevents him. Time out works for me and my 3 year old. Everytime he does something you dont want him too put him in a time out spot, make sure he stays there and when he figures out that he has to stay there keep him in that spot for 3 minutes. (every time he gets up, stick him right back until he realizes that you are going to be more stubborn than him) when 3 minutes is up, sit next to him and tell him he was put in time out for playing with the toilet, and you want an apology. Everytime he does it, put him right back in time out, he shouldnt do it more than a couple times. good luck!
