You didn't say where you are, but I would suggest "Michael's" craft/framing stores. They are nationwide, I believe. I've purchased topiaries of different sizes there, and they carry everything you need to decorate them including the mosses, floral/greenery, vases, etc. They are also online @ michaels.com
Another option, at least on the West Coast would be Tall Mouse. If neither of these are an option, check yellow pages.com for "arts & crafts/floral" stores in your area.

Wal-Mart carries craft items and is pretty inexpensive. Ben Franklin is another one and Michael's is also good but a bit more specialized and a tad more expensive.

Since you said cheap, I would suggest thrift stores and discount or even dollar stores.
