Have your doctor refer you to an allergist. This might be "Dermographism" which is a fancy word for "itchy person" and there isn't a whole heck of a lot you can do about it.
Scratching will just make it worse because your skin will release histamine. Don't Scratch. Avoid scented products. Try oatmeal baths and lotions and remember to drink lots of water.

Rather than an allergy, it could be a food intolerance - similarly caused by food but less "acute" and more "chronic" in its symptomology. A dermatologist might be able to diagnose the cause by taking a biopsy sample from near the affected area.

It could be either allergies or dry skin. Dry skin is a common problem in winter, considering how a lot of us use dry heat.

Get it checked. If it's dry skin, get a good lotion: There are a number of them out there.

Could be the air is too dry in your home check the humidifier see what it's set at.

Check that any skin preparations you use are hypoallergenic, including bath creme, shower gel, night cream, anything you use, even handwash.
